January 30 2023 MANHATTAN, New York – Migrants are sleeping in makeshift tents and blankets, on the cold streets outside of Manhattan Hotel, refusing a transfer from Watson Hotel to Brooklyn Cruise Terminal in Red Hook, due to what they described as bad "ICE Box" cold conditions. O
